Yeah, my thoughts exactly. Besides, scapegoating people who aren't doing anything first round would not only be kinda dumb and ineffectual, but admitting it's random is less likely to get anyone else onboard.

I've not noticed any piling on, though, which also makes me think he's voting on his own.
